Since March,2009 CNET has been rating HDTV,s using this rating.
It has to do with energy efficiency and power consumption.

Some TV's are rated 6.9 Others are rated 5.3 or 5.5

Naturally, 52" sets score differently than 40" sets.

Are the higher numbers better or are the lower numbers better?

After several days I got a response from CNET. higher is better.

wonder if this will come into play with California's ban on HDTV's..

What do you mean ban? they wont be able to sell/buy HDTVs in CA anymore?
