Is placing a receiver open air (i.e. nothing but the ceiling above it) a good idea? Since it has those holes on top I was worried that dust would accumulate inisde.

dust is gonna get in there regardless. Unless your house is hermetically sealed.

Most receiver run warm/hot, so you need those holes for the receiver to properly breathe. Dust should not be of concern for you, as there is no way to really keep it out. You'll be fine.

take a can of compressed air to all your electronics about once a week. That's really all you can do besides maybe putting one of those air purifiers next to your gear.
