Default DVD Native Resolution Question

Why is DVD NTSC Native resolution 720x480 (1.5:1) while there is no movie or TV with such aspect ratio? I mean, Blu-ray native resolution is 1920x1080 (1.78:1) makes sense because that is the resolution of HDTV. But 1.5:1? Which TV or movie has such aspect ratio?
