So the Infamous 2 Festival of Blood is up for pre-order, and it's priced at $9.99. That's a surprise, because I thought I read that it was going to be $14.99.

Anyway, the discount for PSN+ makes it $7.99 but I was wondering whether or not they charge you immediately or when the game is released.

The funds come out of your PSN Wallet immediately, not when the game is released. i.e. it's not a layaway system. You pre-pay to get a discount or other perk.
