Does anyone have any details on this? Does it just have a different cover from other releases: USA, UK, etc or is there something new here? Based on the running time, it looks like it is the international edited version, not the longer version.

The disc does indeed only include the international version. Universum Film has comfirmed this to http://www.dvd-forum.at. The masters from the longer German version are gone and therefore they can't release a HD version.

Extras include a 45-minute vintage German documentary about the making of the film (in which Michael Ende says that he doesn't like the film), a music video by Limahl and the theatrical trailer.
