I was thinking of Back to the Future and Biff is definitely a scumbag through and through.

Seriously, this guy makes Biff look like a saint. I watched Robocop when I was 5 years old in 1987, and since that time I'm always compared all villains to him and none can compare. Even heavyweights like Freddy Krueger and other Boogeyman seem tame compared to this *******.

Actually, I think Dick Jones (Ronny Cox's character in the original RoboCop) is shadier and downright scummier than Clarence Boddicker. Dick Jones is also a bigger ******* than Clarence Boddicker. Clarence Bodicker is, however, the 2nd shadiest, 2nd most downright scummy and the 2nd biggest *******.

I like the earlier Scarlet Street reference, and would suggest adding Phyllis Dietrichson (Double Indemnity) and Kathie Moffat (Out of the Past).

Some others that leap to mind are Lord Naritsugu Matsudaira (13 Assassins), Hagon Tronje (Die Nibelungen), Cobb (Following), Warden Norton (The Shawshank Redemption), Mr. Baek (Sympathy for Lady Vengeance), Woo-Jin Lee (Oldboy), Little Bill Dagett (Unforgiven), Emperor Commodus (Gladiator), Tyler Durden (Fight Club), Messala (Ben-Hur), and Jake LaMotta (Raging Bull).

... But I think the most vile and wicked of all would have to be Captain Vidal (Pan's Labyrinth). I don't know if the mind can conceive a more cruel and repulsive individual:
