Default Is mastering for 4K HDR very expensive? Possible for lesser known titles?

So far, most classic UHD releases were for more popular movies. I'd love to see what a Rainer Werner Fassbinder picture would look like. His movies have such nice colors to begin with in YCbCr, but in HDR?

The question is if distributors will bother mastering movies that most people don't know.
