Default Unable to play purchases?

I made a purchase last week of a TV Show, I didn't realize Apple doesn't charge you right away and a few days later I purchases something on Amazon, and now Apple wasn't able to take their $7 out until I add more funds to my account.

However, when I try to watch the show I purchased but not didn't have funds to cover, it still lets me watch it... but I can't watch any other movie I've purchased or redeemed in the past until I either add funds or change my billing info. Is Apple known to block you from watching titles you already have paid for?

This is news to me. PC or Mac? If you have Mac, can you watch your things in quicktime?

PC here. It's strange, as a lot of titles won't play on ATV, I get a billing error, then a playback error after that. On the PC it's just a billing error.
