Trying to identify an actor

Can anyone help me to identify this white middle aged actor ?

This guy was on Stallone's Demolition man if I remember correctly. One of the guys living underground, a white dude that speaks English rather fast, I think at the end of the movie when he came out of the underground he wanted to go booze and party like mad, then Stallone said something like everybody try to get along, don't go too far in partying or in being obsessed by calm and clean or something ...

This actor appeared on MTV years ago speaking very fast in this kind of in-between songs' advert where at the end I remember him saying "You know what, I'm already wearing a cheese helmet".
