I think by "explode" they mean leak into the environment. Fision/Fusion reaction requires fisionable/fusionable nuclear fuel AND a fuse/starter.

Nevertheless, a leak would be disasterous.

As an ex-nuke and someone who has worked in this kind of stuff before (and even has issued patents on nuclear systems which are listed in the "required systems" of the U.S. military)...

Fission reactions can start without any initiator. You just need to start with enough fissile material in a small enough volume.

That said, the fissile material in naval nuclear reactors are in a chemical matrix. They are not in pure form -- not even for Russian naval reactors. Thus the "particles" falling to the bottom of the rods as they decay are not pure fissile material. Therefore it is extremely unlikely that they will reach a critical mass in a small enough volume to create a super critical chain reaction (i.e., "explode").

Could it happen? Possibly. However, it is extremely unlikely.

And... you can't get a fusion reaction out of a naval nuclear reactor's natively available components no matter what you do. Period.
