Is this true? If yes when will it be released?

Well that's the SPHE site in Korea - Sony Pictures Home Entertainment.

Seems like they do have distribution rights to CoM in Korea, which means that if they create a BD for it, it'll be a Region A disc. A question to ask paidgeek is at hand.

Why do different companies have rights to different movies in different areas of the world.

Example: Paramount owns the rights to Titanic in North America but I believe Fox owns the right to it in Europe.

Well, in the case of Titanic, I think Fox was producing it and it became too expensive so they brought in Paramount to distribute it domestically while they'd take worldwide grosses.

In the case of Children of Men, it was not produced in the US. Universal decided to pick up the rights to it.

You are correct on Titanic. They sold Paramount a huge piece of it to make up for the massive cash

Children of Men, like many movies are owned by completely different people in different parts of the world. I myself greatly look forward to picking up the Korean BR

There's no date on there, and it's not available at any Korean DVD source for pre-order. I had a Korean friend check a few weeks back

Well if Paramount bring out Titanic with DD:EX and DTS:ES and Fox bring it out in Europe with DTS-HD Master Audio. you can bet your ass you know which one I'll be getting.
Hopefully by that time Paramount will be supporting lossless audio.

IF they follow the previous patterns with Titanic, Fox does all the mastering and then hands it to Paramount.

Do you have 2 BR decks or a region free player? It will definately be region locked.

Not necessarily, while Fox does region lock thier BD's, they're the worldwide (except North America which goes to Paramount) distributor of Titanic so you can import the Japanese release (and i'm sure the Japan edition will get special treatment knowing how popular the movie was there) and play it on US players without worry as Japan is also region A

If it were a Fox only title you would be correct

Well hopefully some of these titles that are being released in other countries will see larger profits in BD than HD-DVD and Universal will get a smack in the face....as if they haven't been getting smacked already!

Sure, the European release will be region-locked (region B), but Fox also distributes Titanic in Japan (which is the same region A as North America), you can simply import the Japan version if the NA/Paramount version ends up being inferior to the global/Fox version and play it in a region A player with no problems, other than probably paying more for the Japanese release

Fox released The Fountain in the UK on Blu-ray with lossless DTS and region free encoding.

The Fox UK release of The Fountain is region locked to B. I tired it on a BDP-S1 and a US PS3.
