Sadly, yes.
I don't know if the Triangle Trick works on them though.

I'm sorry for projecting confusion, didn't mean to.

The "Triangle Trick" is a name given to the manipulation on a PlayStation 3 that consists in inserting a disc you cannot read because it's region locked and then pressing the PS3 controller's Triangle button and asking the console to take you directly to Title 1 of the Blu-ray. Sometimes this will jump the region lockedness. I think it works with Kill Bill: Vol. 1.

Cannot confirm though.
