There are a lot of movies from that year that I haven't seen, such as Local Hero, El Norte, Educating Rita, etc. Maybe that's why I can't think up ten entries, but only eight.

Not to mention the worst movie of 1983 and possibly of all time, JAWS 3-D. Obviously not a very good year for movies, can't believe Octobadussy made the top 10.

Not a very good year in my opinion, but here are my favorites:

Monty Python's the Meaning of Life
The Outsiders
The Right Stuff
The Year of Living Dangerously
Bad Boys
Vacation
Risky Business
Scarface
Return of the Jedi
Strange Brew

No surprises there, except for maybe Bad Boys and Strange Brew. I would have a hard time arguing those two are better than Tender Mercies, Terms of Endearment, Never Cry Wolf, A Christmas Story, etc.
