Drive, several to choose from.

Software, nearly all major media programs will burn blu-ray Discs now - I prefer Roxio EMC 10 or Cyberlink Power2Go.

I have Ulead VideoStudio 11.5 Plus which can burn movies you make in it to Blu-ray, though I still needed a program that can write plain data to BR.

I just bought Roxio EMC Suite 10 on eBay for $17. There are more copies available for purchase if you're interested. (Listing)

I've always preferred Lite-On drives. I use Nero for burning.

Nero 8 Essentials (OEM version) is coming with my laptop as well as an OEM version of Power2Go. I guess I'll get a sampling of all three programs and decide which one to use predominantly then.
