Can a DC for a Canadian release be downloaded to a US computer or vice versa?

The reason that I'm asking is that I just acquired an Alliance version of LOTR with unused DCs, but I noticed in the system requirement that it said: The customer must reside in Canada.

Please let me know what you've experienced.

Does anybody know anything?

I checked my Trick 'r Treat Canadian version which I had used it's DC, but the system requirements for that title said that it would word for US & Canada.
