can i edit my Account on Ps3

hi, want to edit my info in my Ps3 account, and it doesnt letting me change the things i want such as "Country", and "On line ID".
so:
1) if i delete the whole account (yes i know that all trophies and save data will be lost) it would let to use the same email address to create a new one?
2) before i delete it, in which site shall i go to try to edit it from there?

my other questions are something different.
1) creating an account on Konami ID which gives you the Game ID is has something to do with the "online ID which gives you when creating on Ps3 account?
2) should i put the same addresses on both or it doesnt matter?
