Question A Couple Of Questions regarding my HT Issues

FYI

TV: Samsung Series 8
Receiver: Denon 4310ci
Speakers: 5.1 Klipsch
L And R: WF-35's
Center: WC-24
Surrounds: RS-52's

Here are the questions

I think I am having Volume Issues with my receiver When I play a DVD or streaming Netflix it sounds too low is this normal what could it be in order for me to hear the movie I have to put the volume at 71 (which is the limit I set it at)?

2.Can I exchange an HDMI cable I bought from Monoprice?
(ex.HDMI 1.3a > HDMI 1.4)

3. I have a question I have DSL Elite 6.0mbps and Netflix SD Stream is sometimes just has1 line sometimes and HD Streams don't start in HD FYI the Netflix Device Is an Xbox 360 and connected Via Wireless-N the router is a Linksys E3000 does anyone know what is wrong?
