Does anyone know if this counts starting at October 1st, or just starting yesterday when they announced it with the PSN Update?

Cause I think I'm damn close to it. lol.

I think I'm around 45 bucks or so, and looking to get the Infamous 2: Festival of Blood later in the month which is 15 bucks.

From the 1st to the 31st. Also says you will be sent the code by November 15th.
