Garland Greene was a serial killer, and he had such an awful reputation that the other prisoners were afraid of him. I'd say that definitely qualifies as a "bad guy". By the end, he's a criminal with a bit of conscience, but far from redeemed.

I thought Tia Dalma in the "Pirates" movies was really creepy, and deservedly so (being a ticked off sea goddess and all). In the end, she caused a maelstrom, but I always took that as her vengeance on Davy Jones.

I think director Simon West just put it there as a joke. From what I heard, Bruckheimer wanted it to end with Poe's family reunion, but the test audiences loved that extra moment, so it stayed.
