Default Does the location of a scratch on a Bluray, affect where it will skip ?

There is a small scratch towards the outer part of the disc. But the movie skips towards the end.

Does the disc play like a record ?

Does the location of the scratch, affect where the movie will skip ?

Blu-rays, DVDs, and CDs all play the opposite of a record, from the inner side to the outer edge, so if the scratch is near the outer edge of the disc, it would be more likely to skip near the end.

I believe CDs, DVDs and Blu-rays all start from the inside (near the hole) and play out.

But what about double layered discs? A long movie may not necessarily ends at the outer edge of a disc!

True but there are variables so a flat statement can not be made. A RSDL disc may have only 29GB of data so only damage towards the outer edge would be a problem.
