Yeah threads like this are always welcome. I'm now interested in

- Amer
- Micmacs
- Angel-A
- Institute Benjamenta

which you two mentioned.
Other than that, most of the art films I like aren't out on Blu-Ray yet.
I even thaught bout recommending the first "Alien" and "Donnie Darko" as art films (well they are artsy...).

I'll offer a couple that are too art house to have made it to Blu-ray. They are a pair of David Mamet films available on DVD, but not (yet) on BD, and they are good the way The Usual Suspects is good:

House of Games (1987) [http://www.imdb.com/title/tt0093223/?ref_=sr_1]

The Spanish Prisoner (1997) [http://www.imdb.com/title/tt0120176/?ref_=nv_sr_1]

Here are some to add to your list:
(All but the last one should be fairly easy to find on U.S. releases)

Amelie (2001)

Life Is Beautiful (La vita e bella) (1997)

Cinema Paradiso (Nuovo cinema Paradiso) 1988

Frida (2002)

Paris, je t'aime (2006)

Strictly Ballroom (1992)

Shall We Dance? (Shall We Dansu?) (1996)
https://www.blu-ray.com/movies/Shall...Blu-ray/45625/

One other place I would suggest hunting is here:
[http://www.imdb.com/event/ev0000003/1987] If you look select different years and look through the lists of films, particularly the winners and nominees for Best Foreign Language Film, you will discover a lot of really great films. Unfortunately, you will also discover that a lot of them haven't made it to Blu-ray (yet!?!).

Besides pretty much the entire Criterion Collection, the Eureka Masters of Cinema Collection, and the BFI Collection (especially their extreme obscurities of British cinema), there are quite a few from Kino Video (who also put out THE SCENT OF GREEN PAPAYA).

A few of Kino's other notable arthouse movies on Blu-ray include
POETRY (2010) Korea
BOY (2010) New Zealand
LE QUATTRO VOLTE (2010) Italy
DAVID HOLZMAN'S DIARY (1967) U.S.A.
LITTLE FUGITIVE (1953) U.S.A.
DOGTOOTH (2009) Greece
NIGHT TIDE (1961) U.S.A.
plus lots of great silent films!

And from other distributors a few interesting Blu-ray titles (all of which I happen to own, most region A but a few region B) include...
RAPTURE (1965), SWAMP WATER (1941), THE EDGE OF THE WORLD (1937), A DOUBLE LIFE (1947), MACBETH (1948), LETTER FROM AN UNKNOWN WOMAN (1948), LE SILENCE DE LA MER (1949), CITY GIRL (1929), THE GREAT WHITE SILENCE (1924), FEU MATHIAS PASCAL (1925), CYRANO DE BERGERAC (1950), PICNIC (1955), THE WAYWARD BUS (1957), ASHES AND DIAMONDS (1958), CAIRO TIME (2009), ANOTHER YEAR (2010), A LATE QUARTET (2012), CARNAGE (2011), WUTHERING HEIGHTS (2011), TO THE WONDER (2012), TREE OF LIFE (2011), HERO (2002), BARRYMORE (2011), GRAVE OF THE FIREFLIES (1988), REQUIEM FOR A VILLAGE (1975), SAFETY NOT GUARANTEED (2012), A DANGEROUS METHOD (2011), L'AGE D'OR (1930), TRISTANA (1970), THAT OBSCURE OBJECT OF DESIRE (1977), THE MILK OF SORROW (2009), NOVOCENTO (1976), ERASERHEAD (1977), BLUE VELVET (1986), ON THE BOWERY (1957), THE DUELLISTS (1977), DECASIA (2002), BARAKA (1992), SAMSARA (2011), HEAVENLY CREATURES (1994), WAKE IN FRIGHT (1971), DEAD MAN (1996), BARRY LYNDON (1975), and many more!
