Default Nintendo's Dispatching Skull Kid Figures for UK Nintendo Customers
For such to be eligible one would have to have purchased the New 3DS Ambassador's Edition or the other editions of 3DS with Zelda's Majora's Mask.

As of today I too received my very own Skull Kid figure but unlike the North American release, we don't get the fancy packaging, it's rather a plain white box and the figure. Photo below.
