I tried to PM bestbuy.com's $4.99 price for Where The Wild Things Are and they replied back saying they can't do it because the shipping charges make it higher than walmart.com's base price. I've PMed Amazon and Target and Best Buy's website multiple times and I've never gotten this excuse. It's almost like they think other stores don't have shipping charges. Is this some new addition to the policy where shipping is included in the overall price to match that they just haven't said before, or are they just trying to find new ways to get out of their own policies?

That's what I'm not really understanding, I've done it plenty of times and they've always done it without using that as a reason not to before. The only thing that makes any sense to me is that the base price is $7.99 on walmart.com, but bestbuy.com's total price would be higher than the base price for WM and with everything else I've PMed before still came out cheaper even when they had those shipping charges added into it... but they should say something like that instead of just saying the shipping charges make it cheaper for Walmart.com because then it's like, well, you have shipping charges too!
