If you fire a weapon with the UVA jammer perk, will you show up on radar, or do you still have to have the silencer?

Correct, you will show up briefly on the radar as a red dot, until you stop shooting, when NOT using a silencer.

only when they call in it(our uav is online

) you wont show up, but if you fire a gun like the guy above said, you'll be seen.

I like to rock the m16 with a silencer and the UAV perk. I usually dominate stealth style but i'm not sure if anyone can see me when the enemy calls in for UAV?

If you are using the UAV perk, you are invisible to the UAV; unless you fire your weapon.

Now--if you're using a silencer, you won't be seen when firing your weapon. That along with the UAV perk will make you "invisible" to radar/uav.
