Spielberg I'm sure does. I know that he doesn't even need to test screen his films before release because he has so much clout.

A director that gets final cut but shouldn't is Judd Apatow. None of his movies have a reason to run over two hours.

Orson Welles got final cut for Citizen Kane but never again after that.

Ridley Scott. But sometimes you don't see it in theaters because he's also a businessman.

You can say that again! Every single movie I've seen from him are 30-45 minutes too long.

If I remember correctly, PTA didn't have final cut on Hard Eight or Boogie Nights, but did for Magnolia onwards.
