Spielberg I'm sure does. I know that he doesn't even need to test screen his films before release because he has so much clout.
A director that gets final cut but shouldn't is Judd Apatow. None of his movies have a reason to run over two hours. Orson Welles got final cut for Citizen Kane but never again after that. |

If I remember correctly, PTA didn't have final cut on Hard Eight or Boogie Nights, but did for Magnolia onwards.
