Default How do I stop receiver input auto-switching?

Hey all, I've recently upgraded my HT gear to 4K and this is what I have:

Display: LG OLED65E6P
Receiver: Yamaha RX-A760
Blu-ray Player: Panasonic DMP-UB900
TV Cable Box: Cisco Explorer 9800 PVR
Others: Apple TV 4 32GB, Playstation 4 launch edition, Playstation 3 launch edition.

All devices are connected to the Receiver via HDMI, with one HDMI output connected to the ARC HDMI input on the Display. (HDMI input 2).

I needed ARC for viewing Netflix on my TV in 4K with Dolby Vision.

My problem is when I watch my PVR, the receiver switches the audio to AV1 as that is the input I have designated for the ARC audio. I need the Simplink HDMI device control (CEC) to be on for both the Receiver and the TV in order to hear Netflix on my Display. That's fine and easy to do... however my Receiver loves to switch on all other devices first, when I switch over to the Explorer 9800. I've turned off the CEC controls on all other devices including the Playstations, Apple TV, and Blu-ray player (all of which the receiver turns on by itself). So now, none of those devices turn on automatically and instead, my Receiver defaults back to AV1 instead of HDMI 2 where I have my Explorer 9800 plugged into. This happens whenever I switch from the Netflix app on my display to the Explorer, and when I turn on my TV in the morning to watch the news, I have to wait for it all to turn on, sound will briefly come from the Explorer until seconds later when the Receiver switches over to AV1 input, forcing me to hit the HDMI 2 input on the remote to get the sound back again.

Simply put, my Receiver does not seem to recognize that it is receiving sound signals from my Explorer PVR and won't stay on that input.

All this of course corrects itself when I turn off the CEC functions, but then I have to turn it back on each time for Netflix.

Is there a way to force the receiver to default to HDMI 2 instead of AV1?
