world wide hack problems pay pal my cash

anyone else having problems with activating pay pal my cash cards at dollar generals? after the world wide hack I cant get a card activated to put money in my pay pal to pay for my stuff on ebay? does anyone know when they will fix it?

I contacted them they said they were doing away with it. so now I cant send money to pay for my stuff. green dot etc. doesn't work because I do not have a bank account or credit card. and I don't add minutes on my phone bc I use text free ap. so get this the new card is digital , I hate digital with a passion. and I don't even have access to my pay pal email to use it. I only use the email to sign into pay pal with. why me. i paid everyone one on ebay with postal money orders and i sold a movie on fb so that took care of two people. now i cant get my underworld steel books i paid 4.99 a piece for ugh. ok I finially decided to get a ebay gift card I never used them before bc green dot and others doesn't work but this means I can add money in my pay pal account now
