The "Introducing..." screen credit

Sometimes when an actor makes their film debut they get a special credit, "And introducing...". I've always found this interesting.

I'm curious as to who makes this decision, and does it still happen these days? I cant remember the last time I saw it in a more recent film.

It's hilarious when the person getting this grandiose screen credit goes on to do nothing with their film career. Like that guy that played Juliette Lewis' brother in From Dusk Til Dawn ("Kill me, Kate!"). They gave him that credit?

Other times it's a pretty good indicator of talent that has a potentially great career ahead. Shirley MacClaine in The Trouble with Harry, and Jamie Lee Curtis in Halloween are two good examples that come to mind.
