Help Identifying Movie With "Skeeter" Character

For years I've been trying to figure out the name of this movie that I only caught one quick glimpse of back in the later 90s, circa 1995 or 96 (maybe early 1997 at the very latest). I remember watching TV with my mother when she was channel-surfing and seeing the scene and she resumed surfing. I remember the scene in question had a young-looking guy with a backwards cap who was in a phone booth and he dialed either 911 or the operator and said his name was Skeeter. My mom changed the channel after that. I know the description is really vague but that's all I can remember right now. It's possible it could've been an episode of a TV show as well, as I said, my memory is very vague.

For years I've been trying to figure out what movie it's from, might anyone here know? It's a long shot but I'm hopeful someone might know with the character's name and knowing it's a pre-New Millennium film that might make it easier to identify. I tried looking up characters named Skeeter on IMDB but that didn't seem to narrow it down.

Haha, no. I know for certain it wasn't Cousin Skeeter. I recall this was around 1995 or 1996, maybe 97 at the very latest. Before Cousin Skeeter premiered. I remember the character in question was a young-looking guy, maybe in his teens or early 20s, and he had a backwards cap on. Again, this is from memory, as best as I can put it together.

Ha, I know for certain that isn't it either, though.

I'm trying to remember exactly what channel I'd seen it on. I think it was a movie channel of sorts but it could've been another one. If I was shown the scene in question I for sure would recognize it.

Anyone recognize the film or show I described? I'm trying my best to remember more but that was all I can recall seeing of it. I'm hoping the scene in question might be familiar to another person here who can identify it for me.
