So I only came to know after purchasing a few movies from iTunes that I cannot view them offline. This was frustrating especially when I was all set to listen the audio commentaries when I was traveling. Do you guys know why they have this policy ? Also, is this true for other services like Vudu?

At one time iTunes extras could be downloaded as a file separate from the feature itself. This changed some time ago (not sure how long, but certainly over a year and perhaps two). Uncertain as to their reasoning.

The old format (ITE folders) was not well-suited for streaming (back then you could only watch the extras on a computer). The new format is streaming-friendly and you can watch it on the Apple TV or an iOS device. They started switching over in 2014.
