Default Apple TV 4K does not support 24.000 fps

So, that's why I see skips when using match frame rate and Netflix. Netflix's own productions and some itunes movies are in real 24.000 fps and not the standard 23.976 fps. The Apple TV 4K converts the 24.000 fps to 23.976 and then you get a skip every 42. second.

Well that sucks. For Netflix I would recommend using the internal app in the TV instead no matter what. Netflix on other devices (ATV, Xbox, set-top boxes etc.) is often s***.

Is there any list of iTunes movies in 24.000 fps?

ATV4K is the only standalone streamer (if you don't count XB1) that supports both Dolby Vision and Atmos, so you're kind of stuck if you want to enjoy both features.

I'm not a fan of the crappy UI that Apple forces on their streaming apps, either. But sometimes, you're forced to live with it due to lack of options.

The 2019 Nvidia Shield Pro supports Dolby Vision and Dolby Atmos as well.

I've never noticed it (probably because I rarely ever watch Netflix, which seems to have most of the 24p content) but Apple should absolutely fix it. There's no reason for it not to utilize 24p.

There have to be a compelling reason otherwise they ignore a few playback compatibility examples. When you look at something available in Sept 17th 2017, and now is Jan 2020 they are not going to do anything except when a another model comes. They certainly gone though enough software minor versions.

I strongly advise against using the match frame rate setting as I've encountered numerous glitches with it on in the past. It made purchased Amazon Video 23.976 content have dupe frames every second and Itunes rentals exhibiting brief sections of choppiness every 3 mins. This is why I set my modes manually, especially every time i'm certain i'll be seeing something that clearly isn't 23.976/24fps. I find it's best to set each mode manually, which may be inconvenient to some but saves headaches in the long run.

To the 24p theory, I do notice the issue but my example is kinda weird. I watch stuff on my ATV sometimes with the Kanopy app (a free streaming app that only requires your library card but has 20 viewing limits a month) and they have tons of older StudioCanal titles on it. Most StudioCanal titles seem to be mastered at 24fps and not 23.976, so I figured this would be a good way to test things.

I tested Sweeney II, a title I know for sure is 24fps on BD and is probably the same frame rate on Kanopy. I viewed it with the 24p set off but frame match on, and then set to 24p manually with frame match off. Watching it with frame match on displayed dupes every 42 secs like many have reported, but when watching it with frame match OFF and 24p set manually, it seemed fine throughout but displayed a skip every min and a half or so. It's possible the version on Kanopy was encoded wrong and frame match was introducing it's own issues, but it's very odd that it only happens during those stretches with frame match off and not every 42 secs.

Have to ask but are you updated to tvOS 13.3.1 (17K795)? Can't say I have any issue with my approx 280 HD/4K iTunes titles with match frame enabled. Could check the same via MoviesAnywhere or Vudu.

None are from stuff outside digital codes.

OK, so now I tested the 4k version of T2 I have on Itunes. Since that master was created by Studio Canal, the 1080p 4gbs DL oddly enough is 23.976. I imagine the ATV streaming plays this 23.976 version with quick start off, as the ATV streaming with frame match on and 24p manual set off had no hicupps. OTOH, quick start on must play the 24fps version as even though the PQ was noticeably better, it exhibited dupe frames every 42 secs. Quick start on with frame match off and 24p set manually had no issues, not even at the min and a half mark that Sweeney II had trouble with.

My ATV is tvOS 13.3.3 17K449 (auto update set to on). I previously had issues with frame match on AV and Itunes content back about a year ago or so, probably from an earlier update. I just tested Vudu, Amazon Video, and MA content with frame match on and off. MA content is 23.976, and that displayed fine with both FM on and off. Amazon and Vudu 23.976 content was the same with both on, but 24fps titles I have there (and viewing Thelma and Louise on Vudu, which is strangely 24fps there) had dupe frames with FM on, and with it off displayed fine after 42 secs but some titles had a drop every 2 mins and some didn't.
