Best Films? The 20th century's last 2 decades or the 21st century's first 2 decades?

We are at the end of the first twenty years of the 21st century, which has me wondering which period was better for filmmaking: the last two decades of the 20th century or the first two decades of the 21st century. I have my ideas, but I don't want to bias the polling.
