I think HDR is strictly for 4k titles due to DRM bits and being on the H265 codec. H264 does not have provisions for HDR, so you won't really find any 1080p content with that natively. If you have an ATV with a HDMI cable and HDTV display that supports HDCP 2.0, you can output HDR at 1080p but it's upconverted from an SDR signal as it's only working from a 1080p SDR signal and not native 4k.

iTunes has 1080p versions of their HDR-enabled titles. They are currently only used when streaming/downloading on an HDR-capable iPad AFAIK. Might be a good idea to enable this as an option on the ATV4K too for people who have a low data cap on their Internet access.
