I hate when studios does this. There was no reason whatsoever not to release this along with the standard BD. It hasn't even been a year

It probably was more popular than they expected and then saw people wanted 4K and now here it is. Could have also been due to the whole backlog thing going on with MOD titles, it wouldn't have been made in time and they didn't think it had enough demand for a general mass production release.

I paid $3.99 for my used BD from the Redbox kiosk, so we'll see how much the stateside release costs.

I seem to recall the Batman V. Superman UHD that was MOD getting down to $13.99. Though I'd probably go for this one even if a few more dollars. Maybe about $20 or so.

EDIT: fixed the movie name, it still is $13.99 though.
