In Cobra, the lead Serial killer uses massive amounts of resources to kill one woman, because she saw his face. There seems to be no reason to do this, as it appears he runs an underground Cult. He has no public presence, why does he care if she saw him?

In The Batman Riddler wants to punish the real criminals of society, the rich and powerful. He then floods the city, which would really harm the poor. The rich and powerful do not live at street level.
