Default 4K/Blu Ray double packs

Hello,
Apologies in advance for the newbie question. I can't seem to find an answer to my specific question anywhere online.
When films are newly released on 4K disc and are packaged with an accompanying Blu-Ray disc, is the Blu-Ray generally based on the new 4K scan or are they more likely to just be the same version of the film that was previously released on Blu-Ray?
For example, the recent Scream 2 4K release came with a Blu-Ray. Is this Blu-Ray technically an upgrade on previous scans of Scream 2 available on Blu-Ray?
I hope this isn't a silly question 😬

I think it all depends on the studio, and the particular title being released. Not a 100 % sure but, in the case of Scream 2, it looks like the BD is the same previous disc.

Usually the standard Blu-ray is the same except maybe in some rare cases.
