I think we can safely say this is Factions 2 but a new Bloomberg report today from Jason Schreier is the first kind of real confirmation we have of the game from a prominent video game reporter. (Yes, I know there was leaked gameplay a few years back.)

Instead, one team at the studio was assigned to help Naughty Dog with a multiplayer game while a second group was assigned to work on a new Uncharted game with supervision from Naughty Dog. Some staff, including top leads, were unhappy with this arrangement and left.
