What temp can standard DVDs survive in?

Well below zero Fahrenheit, if you let them warm up before playing them. My Netflix copies sit in my mailbox all the time. People in North Dakota can use Netflix, too.

I heard that 425F is the melting temperature of a disc

Has anyone had a disc sit in temps of about 40F and when you pull it out of storage the bottom of the disc looks foggy?

Has ayone ever left their CD or DVD in a very cold room for a long period of time, taken the disc out of storage and have no playing problems?

as long as you don't bring it from normal environmental cold and boil it (no combo gags please), or some other extreme sudden change it shouldn't be an issue

On verbatim DVD-R's they list:

-5 to 55° C
23 to 131° F
10-80% humidity
