Lets assume that happens,does he have to buy them again, or is their some way to prove his/her ps4 is unfixable,and login with old account info and download again free of charge?

Are you have to do is log into your account on the website and deactivate that PS4 and then when you get a new one make that you’re new primary consol and sign in and you can redownload your games.

Digital purchases are linked to your account. When you get a new console and log in, you can re-download all your purchases.
