$50 over your budget at RETAIL, but if you buy all three, you can probably get them for $900 after tax or so.

I listened to their bookshelf speakers before going another direction for my surrounds.

also,

these are nice..... not sure what center matches them though

I've heard them, nice sound.... a little bright I thought, but very crisp.

I know how it is living in cramped spaces bro, it's tough, compromises have to be made when living in tight spaces, but hey, what are you gonna do?

Given your space restraints and budget, I think Polks would work well for you. Since you won't be using a sub, the L&R should be towers so that you could get some decent bass and LFE when you want to crank it up a bit at least. Monitors/bookshelves just won't suffice.

For L&R I would look at The Polk RTi A5 Towers.

Then I would match it with CSi A4 Center channel.

This is a nice "bang for the buck" configuration around your budget.

Also.... I would assume you're going to use the old HTIB speakers as temporary surrounds until you get new ones correct???? a $20 pair of rear speakers is better than nothing!!!! it's mostly background noise, and top of the line surrounds aren't all that necessary (I feel sick saying that knowing what I spent on mine!!!)

You're right about that. I would gladly take a LCR combo of quality speakers over a full 5.1 or 7.1 set-up with crappy speakers. Quality over quantity I say. Piecemeal is not a bad approach.

if your thinkin about klipsch dont go listen to them at bestbuy the only klipsch product i would buy from bb is the quintet III speakers or there subs but for towers i would go to a higher end audio store near you that carries klipsch and listen to them there and then if you decide to get some just order online

I agree. If you want to purchase Klipsch, you might as well move up to the Reference line, but then that would be more than his budget.

OP, if you manage to scrape enough for the Klipsch reference line and don't mind horn tweeters, then go for it.

The RF-82 x 2 would work well for L&R

http://www.jr.com/JRProductPage.process?Product=4086582

With the RC-62 as a matching center.

http://www.jr.com/JRProductPage.process?Product=4119020

All in, about $500 over your asking budget.

Also, make sure the Center matches (model) the L/R because although the Center is THE MOST IMPORTANT speaker for home theater, because of the issue of dialog.... if the sound doesn't seemlessly pan from the L/R to Center, and vice-versa, it defeats the purpose.

I would go with three LCR60S3s for the fronts, can't get more timbre-matched than that. I had one of these in my previous HT setup and it was very good. The OP lives in an apartment so this will be sufficient.
