SMPTE VC-1

Not sure what the best is, I really can't tell the difference between them.

MPEG-4 AVC and and SMPTE VC-1 in my opinion have the best PQ. Not really sure since it all comes down to numbers, but those two compressions forms usually have the higher PQ.
