No, they are saying that they can create the illusion of detail better than current upconverting software.

It sounds useful for TV sitcoms that were shot using SD cameras, back in the 70s through the 80s, though there are more problems with camera technology back then than just resolution. It may also be useful for films/TV series shot using 16mm; most BBC drama series are shot using 16mm because it saves a lot of money than using 35mm.

Again, it creates the illusion of detail than simply presenting the detail already captured on film/tape.

People say upscalers (e.g. Reon/Realta) do a great job now. And those are real-time, designed with the capabilities feasible to offer at the price they are offered.

Now, take the same idea but apply as much computing power and time as needed. What are the results?

As a camera pans or object moves the details missing in an object one moment, will be captured the next. Combining ALL the detail from multiple fields/frames and then applying to every frame, I believe is part of the idea.

I'm sure the content owners are pretty desperate for any idea that would allow them to sell old video taped content as HD.

Nothing better than some I Love Lucy and The Honeymooners in High Def, or the illusion of.
For movies or TV shows of that era I think they did a decent job with the dvd transfer but I dont think you can hope for much more than that. Its history and the grain and other film decay are a result of time, and we all know what time does to everything.(AGE)
