One and only threads

Could we start implementing a few more of these in some of the forums? There are a number of discussions in the past couple of weeks that are cropping up in multiple forums when a single point of discussion would be more helpful. Not to pick on the adult titles, but it's a good example.

I'd also like to see the off-topic area get a bit more streamlined with a:

New Members Welcome Thread
"Refugee Member Welcome"
and some sort of "forum watch" to discuss things that crop up in other sites forums.

The last two in particular are good for off-topic as I believe that forum doesn't show unless you're a registered user.
