Default power saving option?

in my isf calibration it suggests to set my power saving to LOW. what exactly does this do and does it actually affect the picture?

normally gives you better blacks, it is best to turn it on & then adjust the white balance bias & gain of the tv, this then give you a bassline to then calibrate the brintness, colors, & contrast.
