Default Blu-ray capabilities not being used. why?

since blu-ray has a larger storage capacity than hd-dvd, why isn't that capability reflected in some of these box sets? the Blade Runner BD, is a 5 disc set, and so is the HD-DVD. why is the the BD, not a 3 disc set? Planet Earth as well.

The bonus material is on DVDs. The production schedule did not allow them to be included on-disc because of the long lead time for Blu

BBC has standardized on BD25 at least for the time being because they run the same disc worldwide and in some areas BD50 capacity isn't there yet.

Some studios may want to use the extra space for the movie itself by using less compression and having bigger file sizes for the movie files.
