Default Are all DVI cables HDCP?

My TV is HDCP compliant & had no issues playing my DVD player that upconverted to 1080i with my DVI connection.. I tried a DVI to HDMI cable with my Toshiba HD player & says it prohibited & reduced the resolution to 480p? Will this happen with my PS3???
