What is the best htpc that I could build or BUY that would give the Sony bdp S790 or Oppo 103 a run for its money?

For really great DVD up conversion would that require a high end video card or is that dependent on the software algorithm in the media player? I'm looking at arcsoft and they are claming to have a really good upconversion feature, anyone can verify this?
