Default Not authorized for sale or rental outside the USA and Canada

I recently watched Papillon which I imported from America but after reading the slip it clearly states on the back,
"NOT AUTHORIZED FOR SALE OR RENTAL OUTSIDE THE USA OR CANADA,this copyrighted product is authorized for sale or rental for private home use in the USA and Canada ONLY,federal law provides severe civil and criminal penalties for the unauthorized distribution...
My questions are basically why would this be the case?given the fact this is a region free disc makes it a stranger statement.
And also why would a company post this to me given the law?

1.) It's region free because Warner doesn't lock their movies
2.) It says that because Warner doesn't have the rights to it in every country including the UK, and parts of Europe.

It's really just more of a formality, as MifuneFan said, they only have the rights for certain countries (in this case the US and Canada).

However, Warner are not blind to the fact that many people from other countries (such as yourself) like to import their North American releases, which is why (I think) they don't region lock any of their releases.

They'd be losing out on a whole lot of sales if they locked their releases to Region A

Pretty much every disc says that. At least everything by the major studios.

I also have a couple of UK discs that say "for distribution in UK or Ireland only", yet they are region free and play in America just fine (and Amazon.co.uk apparantly wasn't worried about the legal ramifications of sending them to me ). .
