Will BDXL be the next format for the upcoming 4k releases ?

Nobody could confirm if there will even be a 4K disc-format, let alone the exact details. Right now everything is still at the consideration phase.

Certainly if you want a disc with more space, the technology is not a problem. BDXL itself is a writeable format so you would not literally use BDXL as it is currently defined and spec'd under R3.

While BDXL is currently defined for recordable data discs, it's certainly possible the BDA's task force, that is now working on the next generation blu-ray that includes consideration for 4K video, could define a compatible quad layer format for high capacity pre-recorded video discs. This would make a lot of sense since many of the latest BD ROM and BD Burners already support BDXL and these drives may also be able to read the new quad layer video discs.

As for the status of the work on the next generation of blu-ray, CNET has recently received a statement from the Blu-ray Disc Association (BDA) that in part says:
"As part of its ongoing responsibility to maintain Blu-ray Disc as the premium platform for watching movies and other content at home, the BDA established a task force last year to study a range of possible format extensions, including those that potentially enable 4K content playback on Blu-ray.

Through the first quarter of this year, the task force solicited and received numerous proposals, and is now evaluating the various technologies.

The task force, which is comprised of representatives from BDA member studios, consumer electronics manufacturers and media technology companies, looks forward to sharing with and receiving input from content creators, and is expected to make specification and technology recommendations to the Blu-ray Disc Association board of directors later this year"
