Nolan's trilogy comes to mind first and foremost. All 3 movies had multiple villains, and seemed to balance them all pretty well, even if I was at least personally left wanting more of some.

Into the Spider-Verse did it well, as did Wonder Woman, I think. Ironically, I think the most interesting villain in WW was Doctor Poison, who got the least amount of screen time.

I'd also submit X-Men (2000), even if Toad, Sabretooth, and Mystique are basically just glorified henchmen.

Oh man, how could I forget Scott Pilgrim?! It's one of my favorites! Perfect example- each of the villains get maybe 1 scene each, save Gideon and (barely) Roxy and Envy, yet they still manage to feel like fully fleshed out, unique and fun characters.

Totally! It legitimately feels like 7+ villains who get their fair share.

My favorite is definitely Batman Begins.

Ra's al-Ghul, the Scarecrow, and even Carmine Falcone are all solid and each get a decent amount of screentime without feeling tacked on.

I think Far From Home did multiple villians pretty well, Mysterio was perfect, each of the other villians got their time to shine with a great action sequence (Hydro man and Molten Man), some potential ones were sprinked in there to come back for the future (The Chameleon and maybe Sandman too) without being overbearing.

I know most of those aren't the "real" versions, but like we got Spider-Man fighting his water based opponent in the literal city of water so I don't see them topping that for Hydro-man when there are so many other villians for Spidey to fight in later movies, and it does give the assurance that they'll be able to juggle multiple Spideys and the Sinister Six in the future

I’ve seen just enough MCU movies to know they’re all the same lifeless fluff & to steer clear of them, & I never took to the vast majority of Batman films, so I admit, there are a lot of CB movies I’ve not seen. From what I know, though, I think I’d have to go with X-Men 2. A fantastic film for mine.
